Iraq has deployed around 20,000 troops in Qaim city, west of Anbar, to prevent
infiltration of ISIS members and watch common borders with Syria, a military
source said.
�Over the past three days, insurgents began to approach near the Iraqi borders
to flee the killing by the Syrian Democratic Forces,� the source said.
�Iraqi troops have orders to immediately open fire against whoever approaches
the borders.�
The source went on saying that the deployed personnel did not leave their
military sites for three days fearing infiltration of militants from Syria.
Last month, news reports mentioned that Iraq and Syria held talks on reopening
l-Hasiba border crossing, which links al-Boukamal in Syria's Deir ez-Zor
province with al-Qaim in Iraq's Anbar. It was used as a strategic crossing for
ISIS militants through the conflict.
ISIS are still targeted by Iraqi forces on both sides of the border in
coordination with Syria, where the Syrian Democratic Forces (SDF), backed by the
support of the US-led Coalition, have pushed the extremists in a small pocket,
east of Euphrates.

Eight ISIS members killed, arrested while sneaking from Syria into Iraq
Eight ISIS members were killed and captured as they were attempting infiltration
from the Syria into Iraq, news reports said on Monday.
In remarks, a security source was quoted as saying that Iraqi troops managed to
kill three militants in al-Jazirah area, southwest of Mosul, while five others
were arrested.
The ISIS detainees, according to the source, were taken to the Nineveh
Operations headquarters for investigations.
In late 2017, Iraqi declared defeating the militant group, however, dormant
cells still carry out sporadic attacks. The group is losing its last territories
in Syria as the US-backed Syrian Democratic Forces (SDF) launched their last
operation against ISIS in Deir ez-Zor province, east of Syria.

Thursday they have dismantled a multinational ISIS funding network � calling it

Parliament Speaker in Berlin for talks with German officials
Iraqi Parliament Speaker Mohamed al-Halbousi has arrived in Berlin for an
official three-day visit, a source revealed.
Halbousi is expected to meet with officials from the German government,
parliament and political parties, he added.
In January, German Parliamentary State Secretary Peter Tauber visited Iraq and
discussed ways to develop joint cooperation between the two countries. He
affirmed his country's readiness to support Iraq in the realms of security and

The United Nations has urged the political parties in Iraq to expedite the
formation of the cabinet, which still has three portfolios vacant.
The remarks came during a joint press conference in Baghdad that followed a

of the Sadrist Movement politburo Nassar al-Rubaie.

get paid without attending official working hours after coordinating with their

Disagreements between PUK, KDP postpone Kirkuk council meeting
indefinitely
The Kirkuk Provincial Council�s meeting has been postponed due to disagreements
between the two major Kurdish parties, namely Patriotic Union of Kurdistan (PUK)
and the Kurdistan Democratic Party (KDP), a council member announced on Monday.
�We have been notified by the secretary of the KPC leadership that today�s
meeting was postponed indefinitely,� Jwan Hassan, a member of the KPC, was
quoted as saying.
Both KDP and the PUK agreed, earlier this month, that the KPC would convene on
February 18 to elect a new Kurdish governor for the disputed province.
In remarks, a source said that the disagreements between the two parties delayed
the proceedings, adding that they were mainly over candidates for the position
and the location of the meeting.
The council had failed to reconvene for 16 months, in the wake of the October
2017 events, when Iraqi troops took over the province.

Fatah Alliance's candidate for the Interior Ministry Faleh al-Fayadh will not be
introduced to the parliament anymore to be voted on, Mohsen added.
Abd al-Mahdi has worked on completing the formation of his government since he
took post last October.
On October 24, Abd al-Mahdi managed to get the parliamentary approval on 14 out
of 22 ministries. However disagreement between political blocs especially on
security ministries have thwarted Abd al-Mahdi's efforts to complete the cabinet
in a short time.
While Fatah Alliance has frequently tried to force the others to accept Fayadh
as the interior ministry candidate, Muqtada al-Sadr affirmed his rejection to
Fayadh and other partisan candidate for interior ministry.

the sidelines of the World Economic Forum in Davos.
Iraq is facing an uphill slog � emerging from conflict with an estimated

Hussein acknowledged there is a lot to be done in terms of rebuilding the
country and reshaping the economy � diversifying away from its dependency on oil

Security In Iraq Jan 15-21, 2018 Iraq was relatively quiet during the third week
of January 2018. There were few incidents and few casualties. The Islamic State
has been operating at a very low level since the winter.

The Islamic State has largely pulled out of Anbar and Baghdad
resulting in few attacks there. In the former there was only one incident by the
insurgents when a car bomb was discovered and dismantled in Fallujah. The other
incident was caused when someone threw a grenade at the house of a family
associated with IS in the Hit district and left two people wounded. These types
of revenge attacks are quite common throughout central and northern Iraq as the
militants left a deep wound in Iraqi society. People linked with IS have been
banned from certain areas, detained and assaulted as a result.
Central Iraq remains the area where the insurgency is most
active.
The rural districts of these provinces are where IS has been rebuilding for the
last year or more. There is little government presence there allowing the
militants room to regroup and carry out operations. They have gone after local
officials and the security forces to assert their control, and taxed villages to
raise money.
The adoption of the budget by the House of Representatives an
important achievement towards economic recovery. The launch of allocations and
ensuring the fairness of distribution and transparency in the context of the
reform process will meet the maturity of the reconstruction and decent life for
citizens. We hope to complete the ministerial reshuffle so that the government

There are reports that three of the five remaining ministers are
" agreed upon ", but no vote of confidence as to them by parliament yet. Defense
and Interior Ministries remain conflicted from the news that I read.
Prime Minister Adel Abdul-Mahdi's government still needs to ratify the bill,
which includes several amendments to the budget proposal it submitted last year.
"The government will study the amendments and additions that Parliament has
included," Abdul-Mahdi's office said.
The budget authorizes a reconstruction fund for provinces liberated from IS in
the 2014-2017 war, and a sum of $28 billion for investment projects throughout
the country.

Iraq's Ministry of Planning calculated last year that the country required some
$88 billion for reconstruction. Some 1.8 million Iraqis, of a national
population of 38 million, are still waiting to return to their homes, according
to the United Nations. Most of them are Sunnis.
