"Such flexibility could allow a predictable and gradual appreciation of the nominal exchange rate, triggered by strong oil revenues and the Balassa-Samuelson effect,"

if you read this in it's entirety you can see it cannot already have happened. Not to mention it says specifically the "Balassa-Samuelson effect" which cannot be misunderstood.

“In 1964, academics Bela Balassa, a Hungarian economist, and Paul Samuelson, a Nobel-Laureate economist, independently observed that countries with higher levels of productivity growth experienced rapidly rising real wages and so appreciating real exchange rates. Academic studies since have suggested the picture is not as simple as Mr Balassa and Mr Samuelson first thought and that many other factors can also influence the model. However, many long term investors in emerging market currencies, for example, have been able to benefit from the appreciation of those currencies which is arguably due to the Balassa-Samuelson effect.”
The key here is the last sentence… “many long term investors in emerging market currencies, for example, have been able to benefit from the appreciation of those currencies which is arguably due to the Balassa-Samuelson effect.”

From blackgold
The Balassa-Samuelson Effect is a phrase that describes the result when countries with high productivity growth also experience high wage growth, which leads to higher real exchange rates.

Dave the CBI cannot stop the auctions until it has something to replace it with. The auctions are the CBI's source of revenue. The replacement is the float which allows the CBI to then buy & sell its currency on the world market like any other country that floats. This is not new.

From Dave
Kap IMF has told them numerous times to end MCP

From Dave

The phrase “multiple currency practices” in decisions of the Fund relating to the use of the Fund’s resources does not, except as otherwise provided, include multiple currency practices applying solely to capital transactions.

From Sam I Am
larrykn The dollar fluctuation only affects the maraket rate. We're talking about the auction rate.

The dinar is pegged to the dollar so there's no fluctuation of the auction rate

From larrykn
the fluctuation affects the dinar and will move in price up or down to the dollar so as the dollar gets stronger the dinar gets weaker an visa versa

From Sparky

I just read MCP definition and if I read it right the CBI and IMF in Iraq are in gross negligence

From Sam I Am
So if there were two devaluations as I maintain that would mean that Kap is the one who is confused
If I'm right the dinar will continue to lose value in an effort to reduce the spread with the market rate

From Kap

The Executive Board approves the decision set forth in
The Executive Board has reviewed the Fund’s policy with respect to multiple currency practices. The Fund shall be guided by the approach outlined in the conclusions set forth below.

1. Official action should not cause exchange rate spreads and cross rate quotations to differ unreasonably from those that arise from the normal commercial costs and risks of exchange transactions.

(i) Action by a member or its fiscal agencies that of itself gives rise to a spread of more than 2 percent between buying and selling rates for spot exchange transactions between the member’s currency and any other member’s currency would be considered a multiple currency practice and would require the prior approval of the Fund.

(ii) An exchange spread that arises without official action would not give rise to a multiple currency practice.

(iii) Deviations between the buying and selling rates for spot transactions and for other transactions would not be considered multiple currency practices if they represent the additional costs and exchange risks for these other transactions.

b. Action by a member or its fiscal agencies which results in midpoint spot exchange rates of other members’ currencies against its own currency in a relationship which differs by more than 1 percent from the midpoint spot exchange rates for these currencies in their principal markets would give rise to a multiple currency practice. If the differentials of more than 1 percent in these cross rates persist for more than one week, the resulting multiple currency practice would become subject to the approval of the Fund under Article VIII, Section 3.

What did they just tell us...? They are going ahead with the currency reform. Also I want to point out we keep getting article after article on how Iraq needs investors to come into Iraq, yet they can’t without a FREE FLOW of capital and you can’t have a FREE FLOW OF CAPITAL using the currency auctions. This would be disastrous for Iraq. So they need to go international and they need to raise the value in the process or it will not work. It is all interconnected and it is time to get it done- not later but NOW!

Iraqi Dinar Revaluation

What it will take for the Central Bank of Iraq and the Iraq government to have a revaluation of the Iraqi dinar.

We can all agree that the Central Bank of Iraq (CBI) is not at all very transparent when publishing data to the public or even on their website. When you look at the CBI website, it is not updated and the information posted is from 2012. I would like to know what is the data for years 2013 and 2014? How much Iraqi dinar is in circulation in the country? No on knows for sure what the actual number is as the records are not up to date.

The CBI governor has been meeting with government officials and economists discussing monetary policies and security. The Islamic State (IS or ISIL) is on every Iraqi citizen mind as those terrorists are inside Iraq killing innocent people.

larrykn  raq deploys 20,000 personnel in Anbar to watch borders with Syria: Source

Iraq has deployed around 20,000 troops in Qaim city, west of Anbar, to prevent infiltration of ISIS members and watch common borders with Syria, a military source said.
“Over the past three days, insurgents began to approach near the Iraqi borders to flee the killing by the Syrian Democratic Forces,” the source said.

“Iraqi troops have orders to immediately open fire against whoever approaches the borders.”

The source went on saying that the deployed personnel did not leave their military sites for three days fearing infiltration of militants from Syria.
Last month, news reports mentioned that Iraq and Syria held talks on reopening l-Hasiba border crossing, which links al-Boukamal in Syria's Deir ez-Zor province with al-Qaim in Iraq's Anbar. It was used as a strategic crossing for ISIS militants through the conflict.
ISIS are still targeted by Iraqi forces on both sides of the border in coordination with Syria, where the Syrian Democratic Forces (SDF), backed by the support of the US-led Coalition, have pushed the extremists in a small pocket, east of Euphrates.

larrykn  IMO this is the reason why the US should not leave Iraq, Isis has lost in Syria and is heading back into Iraq, they don't want to see what happened before happen again.

In late 2017, Iraqi declared defeating the militant group, however, dormant cells still carry out sporadic attacks. The group is losing its last territories in Syria as the US-backed Syrian Democratic Forces (SDF) launched their last operation against ISIS in Deir ez-Zor province, east of Syria.

Disagreements between PUK, KDP postpone Kirkuk council meeting indefinitely

The Kirkuk Provincial Council’s meeting has been postponed due to disagreements between the two major Kurdish parties, namely Patriotic Union of Kurdistan (PUK) and the Kurdistan Democratic Party (KDP), a council member announced on Monday.

“We have been notified by the secretary of the KPC leadership that today’s meeting was postponed indefinitely,” Jwan Hassan, a member of the KPC, was quoted as saying.
Both KDP and the PUK agreed, earlier this month, that the KPC would convene on February 18 to elect a new Kurdish governor for the disputed province.
In remarks, a source said that the disagreements between the two parties delayed the proceedings, adding that they were mainly over candidates for the position and the location of the meeting.
The council had failed to reconvene for 16 months, in the wake of the October 2017 events, when Iraqi troops took over the province.

Saairun Alliance MP Qusay Mohsen on Sunday said that Saairun and Fatah Alliance have agreed to vote on candidates of the remaining ministries in Adil Abd al-Mahdi's government, during the first week of the next legislative term.

Fatah Alliance's candidate for the Interior Ministry Faleh al-Fayadh will not be introduced to the parliament anymore to be voted on, Mohsen added.

Abd al-Mahdi has worked on completing the formation of his government since he took post last October.

On October 24, Abd al-Mahdi managed to get the parliamentary approval on 14 out of 22 ministries. However disagreement between political blocs especially on security ministries have thwarted Abd al-Mahdi's efforts to complete the cabinet in a short time.

While Fatah Alliance has frequently tried to force the others to accept Fayadh as the interior ministry candidate, Muqtada al-Sadr affirmed his rejection to Fayadh and other partisan candidate for interior ministry.

Iraq is facing an uphill slog – emerging from conflict with an estimated enormous $88 billion reconstruction bill and an angry population demanding deep reforms to abolish endemic corruption.

Hussein acknowledged there is a lot to be done in terms of rebuilding the country and reshaping the economy – diversifying away from its dependency on oil – but he is hopeful he will find public and private partners at Davos.

The challenge will be to make Iraq attractive to potential investors.

“We need also to create an atmosphere for those investors. When I am talking about atmosphere, I’m talking about a legal framework, but also security must be there so that all these investors can come to Iraq and share with us the rebuilding of the economy,” he said.

Security In Iraq Jan 15-21, 2018 Iraq was relatively quiet during the third week of January 2018. There were few incidents and few casualties. The Islamic State has been operating at a very low level since the winter.

The Islamic State has largely pulled out of Anbar and Baghdad resulting in few attacks there. In the former there was only one incident by the insurgents when a car bomb was discovered and dismantled in Fallujah. The other incident was caused when someone threw a grenade at the house of a family associated with IS in the Hit district and left two people wounded. These types of revenge attacks are quite common throughout central and northern Iraq as the militants left a deep wound in Iraqi society. People linked with IS have been banned from certain areas, detained and assaulted as a result.

Central Iraq remains the area where the insurgency is most active.
The rural districts of these provinces are where IS has been rebuilding for the last year or more. There is little government presence there allowing the militants room to regroup and carry out operations. They have gone after local officials and the security forces to assert their control, and taxed villages to raise money.

The adoption of the budget by the House of Representatives an important achievement towards economic recovery. Prime Minister Adel Abdul-Mahdi's government still needs to ratify the bill, which includes several amendments to the budget proposal it submitted last year.

The budget authorizes a reconstruction fund for provinces liberated from IS in the 2014-2017 war, and a sum of $28 billion for investment projects throughout the country.
"This budget is not able to help the liberated areas," said Sunni lawmaker Dhafer al-Ani.

Iraq's Ministry of Planning calculated last year that the country required some $88 billion for reconstruction. Some 1.8 million Iraqis, of a national population of 38 million, are still waiting to return to their homes, according to the United Nations. Most of them are Sunnis.
