Parliament Speaker in Berlin for talks with German officials

Iraqi Parliament Speaker Mohamed al-Halbousi has arrived in Berlin for an official three-day visit, a source revealed.

Halbousi is expected to meet with officials from the German government, parliament and political parties, he added.
In January, German Parliamentary State Secretary Peter Tauber visited Iraq and discussed ways to develop joint cooperation between the two countries. He affirmed his country's readiness to support Iraq in the realms of security and reconstruction, inviting Iraqi Parliament Speaker to visit Germany.

UN urges expediting Iraqi cabinet formation

The United Nations has urged the political parties in Iraq to expedite the formation of the cabinet, which still has three portfolios vacant.

The remarks came during a joint press conference in Baghdad that followed a meeting between UN Special Envoy to Iraq, Jeanine Hennis-Plasschaert, and head of the Sadrist Movement politburo Nassar al-Rubaie.

Several meeting were tackled during the meeting, she said urging the completion of the cabinet formation and focusing on the services offered to people.

Fatah MP Taiban says Iraq has "alien" employees, Par'l members

Abdul Amir al-Taiban, a Member of Parliament for the Fatah Coalition, said Monday that Iraq has many “alien” employees who receive their salaries without spending any official working hours.

Taiban further added in press remarks that Iraqi political parties and the parliament have many “alien” members who receive their payments without coming to work.

He also demanded these employees and Parliament members to be fired and replaced with the unemployed and fresh graduates.

Within Iraqi local circles, the term “alien” is being called at employees who get paid without attending official working hours after coordinating with their bosses.

Disagreements between PUK, KDP postpone Kirkuk council meeting indefinitely

The Kirkuk Provincial Council’s meeting has been postponed due to disagreements between the two major Kurdish parties, namely Patriotic Union of Kurdistan (PUK) and the Kurdistan Democratic Party (KDP), a council member announced on Monday.

“We have been notified by the secretary of the KPC leadership that today’s meeting was postponed indefinitely,” Jwan Hassan, a member of the KPC, was quoted as saying.
Both KDP and the PUK agreed, earlier this month, that the KPC would convene on February 18 to elect a new Kurdish governor for the disputed province.
In remarks, a source said that the disagreements between the two parties delayed the proceedings, adding that they were mainly over candidates for the position and the location of the meeting.
The council had failed to reconvene for 16 months, in the wake of the October 2017 events, when Iraqi troops took over the province.

Saairun Alliance MP Qusay Mohsen on Sunday said that Saairun and Fatah Alliance have agreed to vote on candidates of the remaining ministries in Adil Abd al-Mahdi's government, during the first week of the next legislative term.

Fatah Alliance's candidate for the Interior Ministry Faleh al-Fayadh will not be introduced to the parliament anymore to be voted on, Mohsen added.

Abd al-Mahdi has worked on completing the formation of his government since he took post last October.

On October 24, Abd al-Mahdi managed to get the parliamentary approval on 14 out of 22 ministries. However disagreement between political blocs especially on security ministries have thwarted Abd al-Mahdi's efforts to complete the cabinet in a short time.

While Fatah Alliance has frequently tried to force the others to accept Fayadh as the interior ministry candidate, Muqtada al-Sadr affirmed his rejection to Fayadh and other partisan candidate for interior ministry.

2/7/19 Woke AF  I couldn't access any of my accounts online or through the app since 5 this morning. So I just came up to the bank and both of the ATMs are out of service and the drive-thru is closed! I went in and ask him what was going on and they just said that they had a nationwide outage, they wouldn't say anything else.

I asked them if it would be fixed later today, and they did not know. That's really scary since I have all my money in Wells Fargo! My business accounts, two personal accounts in a savings account...

We know that deep state operatives in the US government are keeping the Iraqi dinar from moving to an international status and being reinstated back on the global currency exchanges. ...This is intentional, so as not to let the Trump administration hold a huge economic boom for America. This would be a huge political win for him. Yes, I do now believe it is being intentionally held back at the detriment of Iraq. I can not give another timeline for a window for the reinstatement until this ongoing political battle (nightmare) is over in Washington, DC or at least settles down. I really thought that last Saturday was a hopeful time and we would have been at the banks this week already. But this did not happen.

ERBIL - Iraqi PM Adil Abdul-Mahdi met on Thursday with several world countries' envoys in Baghdad to discuss bilateral ties between the sides, the premier's office said in a statement.

Abdul-Mahdi had meetings with ambassadors of Algeria, Abdul Qadir bin Shauh, China, Chen Weiqing, Canada Paul Gibbard, Turkey, Fatih Yildiz, and Mauritania, Sadati Sheikh Ould Ahmed Aicha, where the world envoys reiterated their support to further collaborations between their countries and Iraq, according to the statement.

chattels  “I think for Iraq, if the security can be guaranteed, there is a chance for Iraq to have economic growth,” Finance Minister Fuad Hussein said on the sidelines of the World Economic Forum in Davos.

Iraq is facing an uphill slog – emerging from conflict with an estimated enormous $88 billion reconstruction bill and an angry population demanding deep reforms to abolish endemic corruption.

Hussein acknowledged there is a lot to be done in terms of rebuilding the country and reshaping the economy – diversifying away from its dependency on oil – but he is hopeful he will find public and private partners at Davos.

The challenge will be to make Iraq attractive to potential investors.

“We need also to create an atmosphere for those investors. When I am talking about atmosphere, I’m talking about a legal framework, but also security must be there so that all these investors can come to Iraq and share with us the rebuilding of the economy,” he said.

Security In Iraq Jan 15-21, 2018 Iraq was relatively quiet during the third week of January 2018. There were few incidents and few casualties. The Islamic State has been operating at a very low level since the winter.

The Islamic State has largely pulled out of Anbar and Baghdad resulting in few attacks there. In the former there was only one incident by the insurgents when a car bomb was discovered and dismantled in Fallujah. The other incident was caused when someone threw a grenade at the house of a family associated with IS in the Hit district and left two people wounded. These types of revenge attacks are quite common throughout central and northern Iraq as the militants left a deep wound in Iraqi society. People linked with IS have been banned from certain areas, detained and assaulted as a result.

Central Iraq remains the area where the insurgency is most active.
The rural districts of these provinces are where IS has been rebuilding for the last year or more. There is little government presence there allowing the militants room to regroup and carry out operations. They have gone after local officials and the security forces to assert their control, and taxed villages to raise money.

The adoption of the budget by the House of Representatives an important achievement towards economic recovery. The launch of allocations and ensuring the fairness of distribution and transparency in the context of the reform process will meet the maturity of the reconstruction and decent life for citizens. Parliament had also scheduled a vote on two of the five remaining empty cabinet posts in Prime Minister Adel Abdel Mahdi's government but adjourned without holding it.

There are reports that three of the five remaining ministers are " agreed upon ", but no vote of confidence as to them by parliament yet. Defense and Interior Ministries remain conflicted from the news that I read.
Prime Minister Adel Abdul-Mahdi's government still needs to ratify the bill, which includes several amendments to the budget proposal it submitted last year.

"The government will study the amendments and additions that Parliament has included," Abdul-Mahdi's office said.

The budget authorizes a reconstruction fund for provinces liberated from IS in the 2014-2017 war, and a sum of $28 billion for investment projects throughout the country.
"This budget is not able to help the liberated areas," said Sunni lawmaker Dhafer al-Ani.

Iraq's Ministry of Planning calculated last year that the country required some $88 billion for reconstruction. Some 1.8 million Iraqis, of a national population of 38 million, are still waiting to return to their homes, according to the United Nations. Most of them are Sunnis.
