In their first meeting, the committee members adopted several measures related to government expenditures, monthly oil revenues, and employment for university graduates.

If adopted by parliament, the budget legislation would be first of its kind in five years and would represent a collaboration with the Financial Ministry to draft the legislative language.

The Kurdistan Regions Financial Minister, Rebaz Hamlan, said on August 7 that his office had transferred its report to the Council of Ministers for review..

Instead of budgets, the KRG merely sent the parliament the final expenditure figures for 2014, 2015 and 2016, after the fact.

A member for the Financial Committee, Sherko Jawdat, accused the KRG of concealing corruption and extra expenditures by not submitting annual budgets.

It is corruption and against law, everything must be explained in a budget law including the debts, expenditures, revenues, oil, natural resources, and all of the KRG revenues, said Jawdat.

Attempts by the Financial Ministry to prepare the budget for 2019 comes as the extended term of the current parliament round is about to expire. A number of MPs have said that there is not enough time for the current parliament to pass the budget, even if it is approved by the KRG.

"Four years after the Sinjar disaster, we still have deep wounds," said Suzanne Safar, director of the Dak Yezidi Women's Development Organization, in a press statement on Wednesday (August 8).

Her organization has actively documented the crimes committed by ISIS in Sinjar. When the militant group attacked in the early hours of August 3, 2017, it killed around 1,500 civilians, while more than 350,000 people fled to Mount Sinjar and stayed there for seven days before being evacuated. More than 100 people, including children, from hunger and thirst," she said.

She explained that ISIS fighters also kidnapped more than 6,000 people, most of them women and children.

While over 3,000 have since been freed, the remainder are still missing.

Whitelions  Reconstruction Fund: 17 million citizens benefited from reconstruction projects of liberated areas

The Fund for the Reconstruction of the Liberated Areas announced on Wednesday that 17 million citizens benefited from reconstruction projects, noting that the infrastructure projects implemented were 152 projects.

"The total number of projects implemented during 2018 in the areas liberated from the terrorist organization is 150, of which 39 are investment projects and 111 are operational projects," said Dara Hassan Rashid, assistant director of the fund.

Rashid pointed out that "the total benefited from all the projects implemented in the liberated areas since 2014 and until now amounted to 17 million citizens."

He added that "the infrastructure projects implemented by the Fund in the liberated areas amounted to 152 projects," noting that "the projects that are implemented not only include construction, but even social communication and return of social relations between people."

The areas controlled by the "Daash" organization have been destroyed in most of its infrastructure and public projects.

Mubasher: The International Development Bank ( BIDB ), listed on the Iraqi Stock Exchange, has opened its first representative office in Dubai.

The Chairman of the Board of Directors of the Bank, in a statement to the Iraqi Stock Exchange, said on Wednesday that Dubai has been selected because it is a major trading center in the Middle East, and includes more than 15 thousand different global companies.

Ziad Khalaf pointed out that the International Development Bank has a strategic plan for its work, including the opening of representative offices in Beirut and Dubai, and the opening of an executive office in Greece in the coming period.

Khalaf added that opening the representative offices of the International Development Bank would facilitate trade between Iraq and the countries of the world.

In the second quarter of 2018, the profits of the International Development Bank rose 7.84 percent to 3.2 billion dinars , compared with 2.97 billion dinars in the second quarter of 2017.

The bank's general assembly approved in July this year a dividend of KD 13 billion, 5.2% of its capital , for 2017.

The bank's capital is 250 billion dinars, distributed over 250 billion shares, with a nominal value of JD per share.

The Cabinet held its regular session on Tuesday, August 7, 2018 under the chairmanship of the Prime Minister Dr. Haider Abadi.

The Council of Ministers continued to discuss the demands of citizens and implement them in light of the decisions issued after the meetings with the delegations of the provinces related to electricity, water, health, education and sanitation projects. The vote was to secure the needs of these provinces, which met with the Prime Minister and then held a workshop with them.

The vote on covering the needs of investment budget projects for the directorates of the Ministry of Construction, Housing, Municipalities and Public Works in the provinces of (Basra, Dhi Qar, Muthanna and Najaf).

In order to encourage investment in the poultry sector, a new draft directive was issued to amend the instructions No. 88 of 1984 issued by the Ministry of Agriculture on the implementation of the provisions of Revolution Command Council Resolution No. 178 of 1984.

The Council voted to increase the combat capability of the Air Force through transfers to the Ministry of Defense and the Ministry of Defense Command of the Air Force to invite companies to negotiate the mechanism of financing the guarantee of international security institutions.

The decision was made to merge Dar Al-Nahrain for printing with the General Company for the production of educational supplies.

The session witnessed the discussion of facilitation of customs procedures, the introduction of goods and the management of berths.

Also discussed were the encouragement of investment and investment companies and facilitation of procedures related to entry and residency features.
